personally I find that most of the other restaurants in Norfolk & portsmouth either add too much salt to their Lo Mein or it ends up being too bland. this is the only place I have found that consistently seasons it perfectly, I highly recommend the house special Lo Mein. good food coupled with good service is an easy way to get 4 stars from me. my fifth star is harder to achieve, I only give it for cleanliness/sanitation. as a chef with 10+ years in the culinary industry I have almost snob-like standards. in this case though the kitchen was tidy, workers has good hygiene & I didnt observe a single food preparation violation. solid 5 stars in my book.

The best Chinese food, especially when all others are poor quality. My family goes here about once or twice a month, and when we dont order from here, were disappointed with the quality/taste of the food, so we always end up coming back. I typically dont eat egg rolls, but about two months ago, I ordered one and it turned out to be the best tasting egg roll I have ever eaten. I have always gotten one since then. I usually get the general tsos or orange chicken, and its very good. The chicken teriyaki is fabulous as well. Im making myself hungry just thinking about it.

This place is the worst. I couldnt even get my order, cause the lady on the phone was too busy taking orders from others who called after me, (apparently they use both landline phone and cell) then she came and told me to hold longer and started laughing and joking with someone for a good 5 min, at which point I just hung up and called dragon city, who were polite, quick and simple.

I like the way they do the general tso....a bit better than the other places in the Norfolk/Portsmouth area. Portions seem to be larger as well. We also like the shrimp with mixed vegetables (not just broccoli). Definitely worth ordering the lunch specials and bringing it home for dinner.

Excellent food! This was the best Chinese take-out we have had in years. The General Tsos chicken is our favorite entree, and the egg rolls are simply delicious. The portions are generous (>2 servings), and the food was still pipping hot when it arrived.

Every time I get a craving for Chinese food, I look Jackie Chen up. They are always busy! There are only a couple times it has taken longer to get to me than told, but it is so worth it. Tastes awesome! Definitely recommend and will continue ordering.

Food is so good! I had a food aversion of chinese food when I was pregnant. But still wanted to eat it. N they were the only place where if u order, ur food dont smell oily, n greasy. N doesnt give u the urge to throw up. When u open da box. Lol

Best general tsos in VA hands down. White rice is always perfect. All of their other menu items are excellent as well. Their general tsos is just life changing.

Hot and sour soup wasnt very sour. Hot and spicy beef was bland. General tsos chicken had too much breading, not enough chicken. Overall it was pretty meh.
