I will stake my review writing career on this. The Best Pho Place Ever! (or until Im proven wrong). Im tired of hearing that Westminster has great pho it is a lie. Here are my requirements for The Best Pho ever: 1. "Super Bowl" the pho must have this name. If it shares a name with the biggest sporting event, the pho size should be as impressive. In the battle of Man verse Food. Food should win. No Vietnamese size portion, but more like big over weight obese American portions. I do not want to have to order extra meat or a side of pork chop. (Even a medium pho should be Large) 2. The best item on the menu should be the combination of pho with everything. Tripe, brisket, rare steak, etc. 3. The soup broth should be perfect. It should taste like it took 48 hours to make and came from a family kitchen. No can stuff or MSG that makes you so thirsty you keep refilling your water every minute. 4. A Pho place must specialize in Pho. I dont want to hear how great the fried rice or Thai ice tea is. 5. The restaurant should be filled with Vietnamese customers to validate authenticity. 6. The noodle should be cooked just right. It should not be clumped together or soggy. The meat to noodle ratio should be 1:1 or more than 50% meat. No all noodles with 3 pieces of meat type BS! 7. The bean sprouts, jalapenos, limes, and mint leaf must all be fresh. The garnishes, however, should not be needed to add flavor. Pho Hoa Lao, you excel in every category. Very clean restaurant with large portions. There are lot of bomb rice dishes if you dont feel like pho. Get the egg rolls if you are super hungry, but you probably will not need them. Service is fast and the parking is convenient. Highly recommended!

Been going here ever since I was little, the food is great with large portions. The noodles are softer than most other pho restaurant I went to. Service is decent, youll need to call out to them for help. The only problem I have for this place is the amount of flies that come in. So beware of them and protect your food!!!

Great pho, old school. They been around for a very long time. Plenty of free parking. Affordable prices. I usually get the pho. If Im really hungry Ill get egg roll appetizer or the spring roll. Those are good too. I heard the bun thit nuong is good too, but they arent known for that... yet.

Great service, big portions, and delicious food! I always get the #17, noodles with rare steak and its the best! Lots of noodles and lots of meat. And everything tastes high quality! Free parking as well. Free tea! However, meat is sometimes sliced too thick and its a bit chewy.

Parking is difficult but some of the best pho Ive had. Only thing is last time I went there wasnt a lot of noodles in my pho. But normally good, quick service. Not the best service, but very quick.

They serve one of the the best Vietnamese beef ball and all the intestines noodle soups in Oakland. However, its a little on the pricy side. Parking is easy. Many Seatings. Staffs are nice too.

Everytime I visit Oakland, this is a must stop for the family and I. The parking can be a little trick with a full size SUV, but the food (PHO) is consistent and service is fast.
